摘要
针对当前耕地保护过程中的“非农化”“非粮化”问题,本研究探索运用GIS、物联网、大数据、移动互联网等技术,构建“标准统一、平台统一、数据统一”的田长制业务监管体系,建立智慧田长综合管理平台。通过平台能够实现耕地数据浏览、巡田任务发布、问题处置、审核及田长考核一体化工作的全方位和全流程信息化闭环运行,发现问题并及时预警,在处置过程中全程留痕,强化耕地保护全流程动态网格化监管,为全面推行田长制、落实最严格的耕地保护制度提供技术支撑。
In view of the"non-agricultural"and"non-grain"phenomena in the current process of cultivated land protection,this paper explores the use of GIS,Internet of Things,big data,mobile Internet and other technologies to build an agricultural field manager business supervision system with"unified standards,unified platforms,and unified data"and establish a comprehensive management platform for smart agricultural field managers.On the platform,the integrated work including cultivated land data browsing,patrol task release,problem disposal and audit and agricultural field manager assessment can operate in an all-round way and be processed in an informationized closed-loop.This platform can also give timely warning as soon as problems are found,and the whole disposal process is marked.The platform can strengthen the dynamic grid supervision during the whole process of cultivated land protection,providing technical support for the full implementation of the agricultural field manager system and for the strictest farmland protection system.
