2002年12月15日,时任浙江省委书记习近平来到杭州市梅林村,看到村容整洁、规划有序、百姓安居乐业,提出“建设一批标准化、规范化、全面发展的,在全省乃至全国都叫得响的小康示范村镇”的构想,“千村示范、万村整治”工程(以下简称“千万工程”)应运而生。“千万工程”被浙江农民群众誉为“继实行家庭联产承包责任制后,党和政府为农民办的最受欢迎、最为受益的一件实事”,更被专家学者誉为“在浙江经济变革、社会转型的关键时刻,让列车换道变轨的那个扳手”。“千万工程”转动了梅林村振兴的车轮。
