统一的联合行动:美国卡耐基教育博士项目述评

摘要 美国卡耐基教育博士项目为世界各国教育博士专业学位的创新发展贡献了理论智慧与行动方案。历经三个阶段的发展,美国卡耐基教育博士项目逐步构建了一个系统性学位指导框架,成员机构运用该框架对自身提供的教育博士学位项目进行开发、重构、评估和改进,以共同实现培养学术实践者和教育领导者的愿景与使命。该框架对教育博士学位进行重新定义,并基于指导性原则开发和提炼出教育博士项目的设计理念及要素,为联盟高校的项目执行提供具体建议。与此同时,为保证作为院校统一联合行动的可持续性,卡耐基教育博士项目对其组织结构与治理进行了改革与优化,使决策与执行机构共同致力于重塑教育博士学位,从而打造一个促进成员机构合作交流的共享平台。美国卡耐基教育博士项目具有鲜明特色与创新之处,主要包括:立足于院校的培养实践,倡议构建改革行动共同体;廓清教育博士本质属性,精准定位培养理念与目标;重视组织建设及其治理,有效保障联盟的高效运作;强调共生与资源的共享,系统创新培养过程诸要素。 The Carnegie Project on the Education Doctorate in the United States has contributed theoretical wisdom and action plans to the innovative development of education doctorate(Ed.D.)around the world.Through three phases of development,this project has gradually built a systematic guiding framework for Ed.D.,which is used by member institutions to develop,restructure,evaluate,and improve their Ed.D.project in order to achieve the vision and mission of developing academic practitioners and educational leaders.The guiding framework redefines the Ed.D.,develops and refines the design concepts and elements of the Ed.D.project based on guiding principles,and provides specific recommendations for implementing the project at the consortium's member universities.At the same time,to ensure sustainability as a unified joint action of institutions,the Carnegie Project on the Education Doctorate has reformed and optimized its organizational structure and governance,so that the decision-making and executive bodies work together to reshape the Ed.D.,thus creating a shared platform to promote collaboration and exchange among member institutions.With its distinctive features and innovations,this project includes the following factors:being based on the cultivation practice of institutions,initiating to build a community of action for reform;clarifying the essential attributes of the Ed.D.to accurately position the cultivation concepts and objectives;attaching great importance to organizational construction and governance to guarantee the efficient operation of the alliance;emphasizing the sharing of symbiosis and resources,and systematically innovates the elements of cultivation process.
