全球发展倡议下的中拉绿色合作:进展、挑战与路径

China-Latin America Green Cooperation under the Global Development Initiative:Progress,Challenges and Approaches

在百年未有之大变局下,绿色发展成为包括中国和拉美国家在内的广大发展中国家的必由选择之一。中国提出的全球发展倡议有利于促进全球可持续发展和推进国际绿色合作,得到了许多拉美国家的积极响应。当前,中拉绿色合作在顶层设计、清洁能源、绿色农业、绿色交通等诸多领域已取得积极成果,且存在诸多发展机遇。拉美国家可成为全球发展倡议走深走实的重要合作伙伴。同时,在复杂国际和地区形势下,中拉推进绿色合作亦面临不少挑战。中方宜加大关注、强化布局、深耕细作,与拉美国家在政府、企业、高校及媒体等层面加强互动,共同推动绿色合作再上新台阶,将中拉关系打造为全球发展倡议和南南合作的重要示范。

Green development has become an inevitable path for developing countries,including China and Latin American countries.The Global Development Initiative(GDI),which China proposed to promote global sustainable development and international green cooperation,has received positive responses from many Latin American countries.So far,there have been fruitful outcomes in many areas,including top-level design,clean energy,green agriculture,and green transport,with vast development opportunities ahead.Latin American countries are expected to become China’s important partners for green cooperation.However,there are also challenges that should be noted amid the complex international and regional situation.China should strengthen top-level design and make in-depth efforts to advance the green cooperation with Latin American countries to a new stage through interactions at government,enterprise,university,and media levels.In so doing,China-Latin America relations can develop into a vivid example of the GDI and South-South cooperation.
