油气管道抢修标准化建设探索与实践

为了提升油气管道抢修队伍安全管理水平,提高抢修作业质量和效率,实现油气管道抢修业务高质量发展,抢修标准化体系建设成为解决该问题的有效途径。在总结油气管道抢修队伍业务特点及管理经验的基础上,凝练出包含抢修管理、抢修作业、抢修目视形象等三个方面的油气管道抢修标准化建设方案。其中,抢修管理标准化包括抢修队伍、设备、物资、预案、作业管理等5个标准化,抢修作业标准化包括应急响应程序、现场处置流程、作业步骤、设备集装等4个标准化,抢修目视形象标准化包括通用目视形象、驻地目视形象及抢修、动火作业现场布置等3个标准化。经实践证明抢修标准化建设是提高油气管道抢修队伍安全管理水平的重要举措,能够为日益增长的油气管道抢修业务需求提供重要保障。

In order to improve the safety management level of oil and gas pipeline emergency repair teams,improve the quality and efficiency of emergency repair operations,and achieve high-quality development of oil and gas pipeline emergency repair business,the construction of a standardized emergency repair system has become an effective way to solve this problem.Based on summarizing the business characteristics and management experience of oil and gas pipeline emergency repair teams,a standardized construction scheme for oil and gas pipeline emergency repair is summarized,which includes three aspects:emergency repair management,emergency repair operations,and visual image of emergency repair.Among them,standardization of emergency repair management includes five standardization aspects:emergency repair teams,equipment,materials,contingency plans,and operation management.Standardization of emergency repair operations includes four standardization aspects:emergency response procedures,on-site treatment processes,operation steps,and equipment assembly.Standardization of emergency repair visual image includes three aspects:general visual image,work location visual image,and on-site arrangement of emergency repair and hot work operations.Practice result proves that the standardized construction of emergency repair is an important measure to improve the safety management level of oil and gas pipeline emergency repair teams,and can provide important guarantees for the growing demand of emergency repair for oil and gas pipelines.
