摘要
长三角已成为人才集聚的强大磁场,但区域内人才分布不均的结构性矛盾较为突出。通过人才共享缓解结构性短缺矛盾,是推动长三角一体化发展的重要举措。但是当前在共享理念、政策衔接、地方竞争等方面仍然存在着影响共享合作进一步发展的壁垒和障碍,必须加快破除长三角一体化人才共享中存在的“暗礁”。推进长三角区域人才共享的基本路径包括:首先,加强顶层设计,优化区域人才共享的整体布局;其次,完善协同机制,加强各地制度的有效衔接;最后,推动评价互认,实现区域人才畅通流动。
The structural contradiction of uneven talent distribution in the Yangtze River Delta is more prominent,although it has become a powerful magnetic field for talent agglomeration.Talent sharing is an important way to promote the integrated development of the Yangtze River Delta by resolving talent structural shortages.However,there are still barriers and obstacles that affect the further development of sharing cooperation in terms of sharing concepts,policy connections,and local competition.It is necessary to accelerate the removal of the“hidden reefs”in talent sharing in the integration of the Yangtze River Delta.The paths of promoting the development of regional talent sharing are,firstly,strengthening top level design and optimizing the overall layout of regional talent sharing;secondly,improving the collaborative mechanism and strengthening the effective connection of local systems;finally,promoting mutual recognition of evaluations and achieving smooth flow of regional talents.
