高校学科治理数字化转型:作用机理、现实挑战与实践路径

摘要 数字化转型是推进高校治理能力现代化的重要战略实践。学科治理是高校治理现代化的关键环节,通过数字化转型赋能学科治理,将对高校治理能力现代化起到关键推动作用。高校学科治理数字化转型的作用机理主要体现在:数字技术赋能学科主体,促进学科治理多元参与;数字方法赋能学科权力,提高学科治理决策民主科学性;数字平台赋能学科制度,保障学科治理互联互通;数字文化赋能学科生态,打造学科治理关怀共生的文化。目前高校实施学科治理数字化转型主要面临着三个方面的挑战:学科治理内部受到学科组织内部阻力;学科治理外部受到高校数字化转型顶层设计的外部制约;数字技术与数字治理自身也存在局限。基于此,高校可选择以下路径推进学科治理数字化转型实践:首先,建立有效的学科治理机制,在调试学科知识性与组织性关系的基础上创新学科主体参与治理模式;其次,加强数字化转型的顶层设计,在探索数字化学科治理理论的同时完善数字化转型整体规划;最后,通过优化资源调配利用、打造学科治理生态等方式协作应对数字技术挑战。 Discipline governance is a key link in the modernization of university governance,and empowering discipline governance through digital transformation will play a key role in promoting the modernization of university governance capacity.The mechanism of the digital transformation of discipline governance in universities is mainly reflected in the following:digital technology empowers the subject of discipline and promotes the pluralistic participation of discipline governance;digital method empowers the power of discipline and improves the democratic and scientific nature of discipline governance decision-making;digital platform empowers disciplinary systems and guarantee interconnected disciplinary governance;and digital culture empowers the ecology of discipline to create a culture of discipline governance and care for the coexistence of disciplines.At present,the implementation of digital transformation of disciplinary governance in universities is facing three challenges:the internal resistance of disciplinary governance by disciplinary organizations;the external constraints of disciplinary governance by the top-level design of digital transformation in universities;in addition,there are also limitations of digital technology and digital governance itself.As a result,universities can choose the following paths to promote the practice of digital transformation of discipline governance:firstly,establish an effective discipline governance mechanism,and innovate the discipline subject participation governance mode based on the debugging of the relationship between knowledge and organization of disciplines;secondly,strengthen the top-level design of digital transformation,and improve the overall planning of digital transformation while exploring the theories of digital discipline governance;and finally,collaborate to cope with digital technology and digital governance ecosystems by optimizing the use of resource deployment and building discipline governance ecosystems,and so on.Finally,it is possible to collaboratively address digital technology challenges by optimizing the use of resource deployment and creating a disciplinary governance ecosystem.
