倡导联盟视域下的高校“政产学研融服”协同创新政策变迁路径

摘要 高校“政产学研融服”六大主体在创新共同体中分别承担不同的角色和任务。我国高校“政产学研融服”协同创新政策的变迁情况满足了倡导联盟框架的四个假设前提。根据不同的信念体系、价值利益诉求和政策目标,将我国高校“政产学研融服”协同创新政策变迁的政策参与者划分为两大倡导联盟。通过联盟内的学习和跨联盟的学习,潜移默化地改变着两大联盟的政策接近核心信仰与次要层面信仰,从而推动政策变迁。完善高校“政产学研融服”协同创新政策的思路:明确协同创新主体的功能定位;推进创新主体实现协同创新;完善协同创新的政策供给。 The six main bodies of“government,enterprises,universities,research institutions,financial institutions,and intermediary service agencies”in colleges and universities assume different roles and tasks in the innovation community.The changes in the collaborative innovation policy of“government-enterprise-university-research institution-financial institution-intermediary service agency”in China meet the four assumptions of the initiative alliance framework.Based on different belief systems,value and interest demands,and policy objectives,the policy participants in the policy changes of“government-enterprise-university-research institution-financial institution-intermediary service agency”in China are divided into two major initiative alliances.Through intra-alliance and cross-alliance learning,the policies of the two major alliances are subtly changing towards core beliefs and secondary beliefs,thereby promoting policy changes.The ideas for improving the collaborative innovation policy of“government-enterprise-university-research institution-financial institution-intermediary service agency”are proposed as follows:clarifying the functional positioning of the collaborative innovation subject;promoting the realization of collaborative innovation by the innovation subject;improving the policy supply of collaborative innovation.
