徐州市“政产学研用”深度融合的现状、困境及发展对策研究

Research on the Current Situation,Difficulties and Development Countermeasures of Deep Integration of"Government-Industry-University-Research-User"in Xuzhou

加强“政产学研用”深度融合,对促进教育链、人才链、产业链、创新链有机衔接有着重要的意义。以徐州市为例,通过调查分析政府、企业、高校及科研机构、目标用户四要素融合创新现状。存在各主体创新动力有待增强、创新服务体系有待完善、高校与科研机构引导价值有待提升、行业系统驱动创新能力有待提高的问题。建议从“构建创新利益机制,激发协同创新动力;完善科技创新服务体系,增强各要素协同创新发展;加强合作价值引领,提高科技成果转化;强化市场导向机制,增强协作创新驱动能力”四个方面着手,不断完善创新体系促进“政产学研用”深度融合。

Strengthening the deep integration of"government-industry-university-research-user"is of great significance to promote the organic connection of education chain,talent chain,industrial chain and innovation chain.Taking Xuzhou City as an example,through investigation and analysis of the government,enterprises,universities and scientific research institutions,target users of the four elements of integration and innovation.There are some problems that need to be enhanced in the innovation impetus of various subjects,the innovation service system needs to be improved,the guiding value of universities and research institutions needs to be improved,and the innovation ability driven by the industry system needs to be improved,to constantly improve the innovation system to promote the deep integration of"government-industry-university-research-user".
