中国医疗卫生系统管理和医疗效率研究——基于非期望产出和共享资源的两阶段网络DEA模型

Assessment of Management Efficiency and Medical Efficiency in China's Healthcare System-Based on Two-Stage Network DEA Modeling of Undesired Outputs and Shared Resources

深化医改是全面深化改革统筹推进的重要议题,当前的研究多集中在医疗卫生机构的管理运营效率上,很少同时考虑到医疗和医护人员的效率水平。因此,本文建立一个改进的非期望产出和共享资源的两阶段网络DEA模型,从管理效率和医疗效率两个层面对我国医疗卫生系统进行分析。研究结果表明:(1)我国当前整体医疗效率处于较高的水平,但管理效率仍有较大的进步空间;(2)东北部地区的管理效率与其他三个区域存在着较大的差距,仍需进一步提升各层非医护人员的管理和业务能力;(3)经济欠发达地区需因地制宜加大医疗资源投入,利用互联网、大数据、AI等先进的技术提高诊疗效率和人才培养质量。

Deepening medical reform is an important issue in the overall deepening of reform and coordination,and most current research focuses on the management and operational efficiency of healthcare organizations,rarely taking into account the efficiency level of medical and healthcare personnel at the same time.Therefore,this paper establishes a two-stage network DEA model with improved undesired outputs and shared resources to analyze China's healthcare system from the levels of management efficiency and medical efficiency.The results of the study show that:(1)China's current overall medical efficiency is at a high level,but there is still much room for improvement in management efficiency;(2)there is a large gap between the management efficiency of the northeastern region and the other three regions,and there is still a need to further improve the managerial and operational capabilities of non-medical personnel at all levels;(3)economically underdeveloped regions need to increase the investment of medical resources in accordance with the local conditions and to make use of the Internet,big data,AI and other advanced technologies to improve diagnosis and treatment efficiency and talent training quality.
