纪检监督融入高校二级学院治理的内在逻辑、现实问题与优化路径

二级学院治理是大学治理的前提和基础,在国家治理中具有独特的地位和作用。监督是治理的内在要素和有机组成部分,纪检监督融入高校二级学院治理,是中华优秀传统文化的接续传承,是马克思主义政党理论的生动体现,是中国共产党百年建设的经验总结,也是实现现代大学治理的迫切要求。但纪检监督融入高校二级学院治理,面临定位不准而出现弱化、虚化、边缘化,手段融合不多导致督查时松时紧未形成常态,队伍建设存在短板专业化水平不高等现实问题。需要从明确职责定位,强化制度建设;丰富监督方式方法,促进各类监管贯通融合;加强人才队伍建设,锻造纪检监察铁军等方面持续优化。

The governance of secondary college is the prerequisite and foundation of university governance,which plays a unique role in state governance.Supervision is an intrinsic element of governance.The integration of discipline inspection and supervision into the governance of secondary college in universities is not only the successive inheritance of the excellent traditional Chinese culture,but also the vivid embodiment of the Marxist theory and the experience China has gained during the 100-year construction process.It’s also the urgent requirement for achieving modern university governance.However,the integration of disciplinary inspection and supervision into the governance of secondary colleges in universities is facing problems such as inaccurate positioning,weakening,virtualization,and marginalization.The lack of integration of means has led to a lack of normalcy in the supervision process,and there are shortcomings in the professional level of team construction.It is necessary to continuously optimize it from clarifying the positioning of responsibilities and strengthening institutional construction;enriching supervision methods and promoting the integration of various types of supervision;strengthening the construction of talent teams and the construction of disciplinary inspection and supervision armies.
