双循环新发展格局下大连市外国人才引进与融入研究

Research on Introduction and Integration of Foreign Talents in Dalian Under the New Development Pattern of"Double Circulation"

大连作为东北地区的一座充满生机和活力的城市,多年来坚定不移地贯彻人才政策,自2000年以来,大连市先后出台多项综合性人才政策及海外人才配套政策,吸引了不少外国人才来连工作。虽然通过多年努力,大连市在引进国外人才方面已经取得一定效果,但从目前的发展趋势上来看,大连市外国人才引进工作的总体水平同国内先进发达城市相比仍存在一定的差距,同时还存在外国人才留连时间段以及政策红利不断削弱等问题。因此在现有经济环境下,本文基于双循环新发展形式,对大连市的外国人才引进和发展进行研究,同时提出针对性的政策建议。

Dalian,as a vibrant city in the Northeast region of China,has steadfastly implemented talent policies over the years.Since 2000,Dalian has introduced a series of comprehensive talent policies and supporting policies for overseas talents,attracting many foreign professionals to work in the city.Although Dalian has achieved certain results in attracting foreign talents through years of effort,there is still a gap compared to the advanced and developed cities in China in terms of the overall level of foreign talent introduction.There are also issues such as the short duration of foreign talents staying in Dalian and the continuous weakening of policy benefits.Therefore,under the existing economic environment and based on the new development pattern of the dual circulation,this paper studies the introduction and development of foreign talents in Dalian and proposes targeted policy suggestions.
