全域土地综合整治探讨

Exploration of Comprehensive Land Improvement in the Whole Region

随着我国工业化、城市化进程的不断加快,城镇扩张占用农用地、乡村地区土地利用粗放、生态环境恶化等问题日益显现。为推进社会的可持续发展,从国家层面推行土地综合整治,已成为保障粮食生产安全、推进土地集约利用、改善农村人居环境的重要手段。2019年,自然资源部安排部署全域土地综合整治试点工作,探索新形势下该项工作的实施路径,推进乡村振兴。本文分析了全域土地综合整治演变历程、变革与趋势,分析了存在的问题,并提出了实施建议,以期为全域土地综合整治工作的实施、监管提供参考。

With the continuous acceleration of industrialization and urbanization in China,problems such as occupied agricultural land due to urban expansion,extensive land use in rural areas,and deteriorating ecological environment are becoming increasingly apparent.To promote sustainable development of society,promoting comprehensive land consolidation at the national level has become an important means to ensure food production safety,promote intensive land use,and improve rural living environment.In 2019,the Ministry of Natural Resources arranged and deployed the pilot work of comprehensive land consolidation in the whole region,explored the implementation path of this work under the new situation,and promoted rural revitalization.This paper analyzed the evolution process,changes and trends of comprehensive land consolidation in the whole region,analyzed the existing problems,and put forward implementation suggestions,in order to provide references for the implementation and supervision of comprehensive land consolidation work in the whole region.
