城市文化特色重塑影响因素与提升研究——以保定“全国书院之城”建设为例

Research on the Reshaping and Enhancement of Urban Cultural Characteristics—Taking the Construction of"City of Academies"in Baoding City as an Example

党的十八大以来,党中央和国务院启动了新型城镇化建设,城市文化建设得到加强并从广泛性挖掘转为更加注重自身特色的重塑与提升。河北省保定市作为第二批国家历史文化名城,在其丰富的历史文化资源中深入挖掘“书院”这一特色资源,是政治、经济、历史文化、社会因素共同作用的结果。保定市作为全国范围内率先提出要打造“全国书院之城”的城市,为其他城市文化特色重塑与提升提供了一定的经验启示:地方政府应明确城市未来规划与立法方向、建立健全主体间的协同治理体系、重视机制创新、按照人民城市建设的原则寻找特色文化与其他城市文化品牌的交叉点,在突出特色文化的同时,实现多元城市文化品牌的融合发展。

Since the 18th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China and the State Council have launched a new type of urbanization construction,which has strengthened urban cultural construction and shifted from extensive exploration to more emphasis on reshaping and enhancing its own characteristics.As the second batch of national historical and cultural cities,Baoding City of Hebei Province has deeply explored the characteristic resource of"academies"in its rich historical and cultural resources,and has taken the lead in proposing to build a"city of academies"nationwide.Therefore,taking Baoding City as an example,an in-depth analysis of the influencing factors and specific paths for the reshaping of urban cultural characteristics,as well as a summary of its general experience in enhancing urban cultural characteristics,can provide reference for the reshaping and upgrading of other urban cultural characteristics in the construction of new urbanization.
