高校科研不端治理政策的同质与差异——基于223项“双一流”高校政策文本的分析

Homogeneity and difference of research misconduct governance policies in universities——based on the analysis of 223“double first class”university policy texts

科研不端治理政策是高校治理学术舞弊的重要手段,文章探讨了我国不同高校在科研不端治理政策方面的同质与差异,采用政策主题聚类和社会网络分析方法对于223项“双一流”高校科研不端治理政策文本进行挖掘分析,提取主题分布和关键词权重,量化研究各高校科研不端治理政策文本的同质与差异。研究发现,各高校在“学术不端行为认定机制”方面存在较大的同质性,在“受理和调查机制”以及“处理和申诉机制”方面存在一定的差异性。文章建议增强各高校科研不端治理政策之间的横向联系,在保证一定差异性的同时,统一科研诚信的调查认定与处理机制,以促进高校科研诚信建设的发展。

Research misconduct governance policies are important means for universities to address academic fraud.This article explores the homogeneity and differences in research misconduct governance policies among different universities in China,uses policy topic clustering and social network analysis methods to mine and analyze 223 policy texts on the governance of scientific research misconduct in“double first class”universities,extracting topic distribution and keyword weights,and quantitatively studying the homogeneity and differences of policy texts on scientific research misconduct governance in various universities.Research has found that there is significant homogeneity among universities in the identification mechanism for academic misconduct,and there are certain differences in the acceptance and investigation mechanisms as well as the handling and appeal mechanisms.The article suggests strengthening the horizontal connection between the governance policies of scientific research misconduct in various universities,while ensuring certain differences,and unifying the investigation,recognition,and handling mechanism of scientific research integrity to promote the development of scientific research integrity construction in universities.
