基于数字技术的自然资源“一张蓝图”建设实践——以福建省南平市为例

Practice of Building a Blueprint for Natural Resources Based on Digital Technology:A Case Study of Nanping City,Fujian Province

为了响应工程建设项目审批制度改革工作,为“多规合一”业务协同平台应用提供数据支撑,建设一个“发展目标、用地指标、空间坐标”相协调一致的“一张蓝图”是十分必要的。本文以南平市“一张蓝图”建设方式为研究对象,结合数据现状及数据特点,从数据库的标准规范建设、库体设计、数据整合、显示方案配置和服务发布等方面提出了具体建设措施。实践的结果表明,采用该方案建设的南平市“一张蓝图”基本满足建设项目空间落位审批的需求。

In response to the reform of the approval system for engineering construction projects and to provide data support for the application of the"multi regulatory integration"business collaboration platform,it is necessary to build a"blueprint"that is coordinated and consistent with"development goals,land indicators,and spatial coordinates.".This article takes the"One Blueprint"construction method in Nanping City as the research object,and combines the current data situation and data characteristics to propose specific construction measures from the aspects of database standard specification construction,database design,data integration,display scheme configuration,and service release.The results of practice indicate that the"One Blueprint"of Nanping City constructed using this plan basically meets the needs of spatial approval for construction projects.
