排污许可制实施过程中存在问题及完善对策探析

Analysis of Issues and Improvement Strategies in the Implementation of the Pollutant Discharge Permit System

2023年是排污许可提质增效“双百”任务的收官之年,本文基于近几年排污许可证全覆盖以及提质增效任务,结合日常工作中的观察和思考,从排污许可技术体系、申请与核发、环境管理制度衔接以及证后监管等方面,分析探讨排污许可制实施过程中存在的一些问题,并据此提出一些建议,为进一步完善排污许可制提供参考。

The year 2023 marks the final year of the"Double Hundred"task for improving the quality and efficiency of pollutant discharge permits.Based on recent years'comprehensive coverage of pollutant discharge permits and the quality and efficiency improvement tasks,this paper combines observations and reflections from daily work to analyze and discuss the issues encountered in the implementation of the pollutant discharge permit system.It focuses on the technical system of pollutant discharge permits,the application and issuance process,the integration of environmental management systems,and post-issuance supervision.Accordingly,the paper proposes some suggestions to further improve the pollutant discharge permit system,providing a reference for its enhancement.
