摘要
针对当前警务流程再造存在的缺乏通用性、时效性和快速多变应对能力的问题,应从数据协同治理视角下设计警务流程柔性自适应再造的实现路径。首先,根据数据使用的特点划分了四类数据协同治理权限;其次,采用模块化思想将警务流程解构为最小流程单元,构建包含数据使用情况和数据协同治理权限的最小流程单元模型;再次,利用聚类算法完成最小流程单元的柔性优化;最后,利用多目标优化技术实现警务流程的自适应再造。警务流程柔性自适应再造是警务工作发展的必然趋势,对公安机关完善治理体系、提升治理能力具有极强的现实意义。
To address the issues of lack of universality,timeliness,and rapid adaptability in current poli-cing procedures,a flexible and adaptive reconstruction should be designed from the perspective of data collabo-rative governance.First,we should classify four types of data collaborative governance permissions based on the characteristics of data usage.Second,deconstruct policing procedures into minimal units using modular thinking and construct a minimal unit model that includes data usage and collaborative governance permis-sions.Third,use clustering algorithms to achieve flexible optimization of the minimal units.Finally,utilize multi-objective optimization techniques to realize adaptive reconstruction of policing procedures.Flexible and adaptive reconstruction of policing procedures is an inevitable trend in the development of police work,holding significant practical implications for enhancing the governance system and improving governance capabilities of public security agencies.
