摘要
在世界百年未有之大变局转型时期,研究生教育是应对大国博弈和全球竞争的重要压舱石,承担着培养学术创新型与实践创新型两类人才的重任。对研究生教育治理价值在国际秩序转型中的再审视,明晰了国际化与自主培养相结合是其时代命题;对研究生教育治理时代特征再聚焦,以新型举国体制加快培养高层次战略人才是其价值使命。基于知识生产模式转型理论探寻新时代两类人才培养的新内涵,提出面向高质量发展的研究生教育治理的未来行动,即重塑两类人才在未来治理中的认知、审视政府等四大主体在未来治理中的行动、重构教育制度在未来治理中的能力,为加快实现社会主义现代化强国建设提供有力的人才支撑。
In the transition period of great changes unseen in a century,postgraduate education is an important ballast stone to cope with the game of superpowers and global competition.It bears the important mission of cultivating both academic innovation talent and practice innovation talent.The re-examination on the value of postgraduate education governance in the transformation of international order clarifies that the combination of internationalization and independent training is the proposition of the times.The review with the focus on the characteristics of the postgraduate education governance in the new era defines that the acceleration of cultivating high-level strategic talent with a new system for mobilizing resources nationwide is the value mission.Based on the theory of knowledge production mode transformation,this paper explores the new connotation of the cultivation of two types of talent in the new era,and proposes some future actions of the postgraduate education governance for high-quality development,i.e.to reshape the cognition of the two types of talent in future governance,to examine the action of the four major entities,such as the government,in future governance,and to reconstruct the ability of the education system in future governance,so as to provide strong talent support for accelerating the construction of China into a strong and modern socialist country.
