Formalism and Bureaucratism in the Perspective of Comprehensive and Strict Party Governance:Causes,Real Harms,and Governance Paths

形式主义、官僚主义是党内的顽瘴痼疾,久治而难以彻底根除。在新时代全面从严治党视域下,形式主义、官僚主义以新的变种耦合其他错误思潮、不良作风,侵蚀党的肌体,污染从政环境,破坏党群关系,消解党的执政根基。因而,有必要在对其衍生的现实成因和表现形式进行前提性追问的基础上,对这些不良作风进行理论纠偏与实践匡正。在纠治形式主义、官僚主义的实践中,要以坚持党的政治建设为统领,为其提供治本之策;以彻底的自我革命为抓手,为其提供锐利武器;以建立崇尚实干、带动担当、加油鼓劲的正向激励体系为重点,为其提供动力支撑;以脚踏实地的调查研究为要点,为其提供重要方法;以规章制度建设为根本,为其提供制度保障。

Formalism and bureaucratism are chronic diseases within the Party,persisting despite pro-longed efforts at eradication.Under the new era’s perspective of comprehensive and strict Party gover-nance,formalism and bureaucratism manifest in new variants coupled with other erroneous trends and unhealthy practices,corroding the Party’s integrity,contaminating the political environment,under-mining Party-people relations,and weakening the Party’s governance foundation.Therefore,it is nec-essary to conduct a preemptive inquiry into the real causes and manifestations of these phenomena and to correct these unhealthy practices both theoretically and practically.In fighting formalism and bureaucratism,it is essential to uphold the political construction of the Party as the overarching prin-ciple,providing fundamental solutions;to use thorough self-reform as the leverage,equipping the Party with sharp weapons;to focus on establishing a positive incentive system that promotes pragma-tism and initiative,providing support;to prioritize grounded investigation and research as the key ap-proach,providing essential methods;and to use the construction of regulatory systems as the funda-mental safeguard,providing institutional support.
