我国监狱安全观大致经历了以安全和秩序为核心的底线安全观;以改造罪犯成为守法公民,向社会输出“合格产品”为核心的治本安全观。目前,在新时代条件下,我国监狱应在法治化监狱的框架内,以监狱安全和秩序为前提,以保障罪犯合法权利为标志,以罪犯的矫正教育为核心,追求把罪犯改造成为守法公民的价值目标,建立监狱工作综合安全的总体安全观。彰显新时代监狱工作的价值理念和监狱治理的思维方式,建构新时代监狱行刑的思想体系和制度规范,使我国监狱总体安全观成为现代化监狱的实践范式和文化符号,打造中国特色监狱制度的话语体系。
