社区空间微更新的治理意蕴与居民公共性参与的激活

On Governance Implication of Micro-renewal of Community Space and Activating the Public Participation of Residents

城市更新是我国城市发展新阶段的重要国家政策选择和实践探索,社区空间微更新是城市更新的重要形式和路径。空间理论提供了在微观层面解剖社区居民参与的空间要素的重要理论资源。社区空间微更新是社区物理空间改造与社会空间再造、居民互动关系双向再生产的过程,在实践过程中促生社区公共性生长,在为居民互动交流提供空间的同时,微更新实践本身也是居民间互动交流的重要现实需求和动力。社区空间微更新所具有的“生产性”“公共性”“互动性”为社区治理提供了重要基础和可能,特别是为激发居民公共性参与提供了重要契机和可能。在社区空间微更新的实践场域中,在特定的社区空间内,选准空间更新点、搭建社区公共议事平台、发掘和培育社区能人、孵化社区自组织以及创设社区“局中人”等,既是激活社区居民公共性参与的重要着力点,也是提升社区治理效能的重要抓手。

Urban renewal has become an important national policy choice and practical exploration in the new stage of urban development in China,and community spatial micro-renewal is an important form and path.Space theory provides important theoretical resources for us to dissect the spatial elements of community resident participation at the micro level.Community spatial micro renewal is a process of both physical space transformation and social space reconstruction,the two-way reproduction of resident interaction relationships.In practice,community spatial micro renewal promotes the growth of community publicness,and it not only provides space for residents to interact and exchange,but also acts as an important practical need and driving force for residents to interact and exchange.The“productivity”“publicness”and“interactivity”of community space micro-renewal provide important foundations and possibilities for community governance,especially for stimulating residents'public participation.In the practice field of community spatial micro-renewal,there are important focal points to activate the public participation of community residents,such as selecting the right space update point,building a community public discussion platform,exploring and cultivating community capabilities,incubating community self-organization,and creating community-relevant people within a specific community space.They are also important levers to improve the efficiency of community governance.
