数字经济推进京津冀协同发展的内在机理与前进路径

Mechanism and Path of Digital Economy Promoting Coordinated Development of the Beijing-Tianjin-Hebei Region

摘要 新时代,京津冀空间功能协同、产业协同、创新协同和市场协同构成了三地协同发展的重要维度。数字经济作为高质量发展的新引擎,具有提升京津冀空间功能承载力、增强产业协同度、优化创新生态、提升市场协同度等功能,可以为京津冀协同发展注入强劲动力。目前,京津冀数字产业协同度不高、数据要素利用不充分、数字人才区域分布与培养体系不合理、数字基础设施建设的协同度有限等现实问题,制约了京津冀协同发展质效的提升。需要加强顶层设计,优化产业布局,释放数据要素活力,构建数字人才协同引培机制,加快推进数字基础设施建设,推动形成一体化的数字经济发展格局,为京津冀协同发展注入新动能。 In the new era,the coordinated development in the Beijing-Tianjin-Hebei region is mainly re⁃flected in the spatial function,industry,innovation,and market.As a new engine for high-quality develop⁃ment,the digital economy plays a role in enhancing the spatial carrying capacity,strengthening the industrial collaboration,optimizing the innovation environment,and improving the market coordination in the Beijing-Tianjin-Hebei region.It can inject strong impetus into the coordinated development of this region.At present,the low collaboration in the digital industry,insufficient utilization of data as a factor of production,unreason⁃able distribution and training system of digital talents,and limitations in digital infrastructures have hindered the improvement of the quality and efficiency of coordinated development in the Beijing-Tianjin-Hebei re⁃gion.Considering these problems,suggestions are put forward to promote the formation of an integrated devel⁃opment pattern of the digital economy and provide new energy for the coordinated development of the Beijing-Tianjin-Hebei region.These suggestions include strengthening the top-level design,optimizing the industrial layout,unleashing the vitality of data as a factor of production,building a collaborative mechanism for attract⁃ing and training digital talents,and accelerating the building of digital infrastructures.
