生态财富赋能共同富裕的作用机制、现实挑战与实践路径

Mechanism,Challenges,and Paths of Ecological Wealth Empowering Common Prosperity

在推进中国式现代化的新征程上,基于目标提质、动能转换的新要求,生态财富赋能共同富裕呈现新趋势。促进全体人民共同富裕以守护与转化生态财富有效融合为基本进路,以强化生态成本和权益效应实现富裕程度与共享水平协同提升为推进机制。但现实中,仍面临生态财富赤字与社会财富增长压力巨大相互交织,生态财富的守护、转化与发展不充分不平衡相互交织,生态财富价值实现制度短板与市场滞后相互交织等挑战。为应对这些挑战,应从如下方面着力:完善制度优化引导机制,实现生态财富有效配置;以创新生态科技为立足点、以打造生态产业链为主线优化动力机制;通过生态经济圈辐射、经济带联动、“两山银行”助力优化协调发展机制;通过优化补偿主体和补偿形式,完善生态补偿机制。

On the Chinese path to modernization,ecological wealth empowering common prosperity presents a new trend regarding the new requirements of improving the quality and transforming the momentum of devel⁃opment.Promoting common prosperity for all necessitates the protection and transformation of ecological wealth,in which the ecological cost and equity effects should be strengthened to achieve coordinated improve⁃ment of wealth and sharing.However,there are still challenges such as the ecological wealth deficit,social wealth growth pressure,insufficient and unbalanced protection,transformation,and development of ecological wealth,and institutional shortcomings and market lagging in realizing the value of ecological wealth.To ad⁃dress these challenges,efforts should be made in the following aspects.The system and guidance mechanism should be optimized for the effective allocation of ecological wealth.The innovative ecological technologies should be leveraged to optimize the driving mechanism with the ecological industry chain as the main line.The roles of ecological economic circle,economic belts,and eco-bank should be given to play in the optimization of the coordinated development mechanism.The ecological compensation mechanism should be improved re⁃garding the compensation subjects and forms to provide beneficial supplements for empowering common pros⁃perity with ecological wealth.
