摘要
党的十八大以来,中国人才强国战略位置被进一步提升,其实施可划分为人才优先发展战略布局推进落地期、人才发展体制机制深化改革肇始期、人才引领发展战略地位形成转换期和新时代人才强国战略部署启动期等四个阶段。党的十八大以来,我国人才工作取得历史性成就、发生历史性变革。其中,主要人才发展指标大幅增长,人才规模、素质和创新效能达到历史新高位;人才体制机制改革和政策深度破题,人才创新创业活力进一步释放;重大人才计划工程有效实施,成为高层次人才梯队建设的有力抓手;国家人才中心城市正在加速崛起,以点带面对周边区域产生辐射带动效应。本文认为,实施人才强国战略是中国式现代化发展模式的有效替代物,其战略内核和重心随国家总体战略布局而动态调整进阶,面向新时代新阶段实施人才强国战略需要亟需构建与之相匹配的国家人才发展治理新体系。
The location of strategy of strengthening China through Rencai was further promoted Since the 18th National Congress of the Party(CPC). The implementation phases of the strategy can be divided into four stages since the 18th CPC National Congress, that is the phase of implementation of talent priority development strategy layout;the phase of initial period of deepening reformation about the system and mechanism for talent development;the phase of establishment period of the talent leading development strategy;the phase of start-up period of strategy of strengthening China through Rencai in the new era. Since the 18th National Congress of the Party, the talent work of our country has achieved historic achievements and made historic changes.Firstly, the main indicators of talent development have increased significantly, and the scale, quality and innovation efficiency of talents have reached a historic high level;Secondly, the reform of the talent system, mechanisms and policies has deepened, and the vitality of talent innovation and entrepreneurship has been further released;Thirdly, the effective implementation of major talent planning projects has become a powerful starting pointfor the construction of high-level talent echelons;Fourthly, national talent center city was accelerating its rise which have a radiation driving effect on the surrounding areas with points and belts.This paper holds that the implementation of the strategy of strengthening the country by Rencai wass an effective substitute for the Chinese modernization development model.From a global perspective, China is the first country to clearly put forward a national talent strategy and form the relevant strategic agenda and system at present.In the process of accelerating China's catch-up as a latecomer, the strategy has helped China reached the modernization level that developed countries have achieved for hundred years, which through gathering strategic attention, strategic resources, institutional supply and the energy of talent development in the whole society.Because of its policy inheritance, talent work penetration, strategic uniqueness and deep influence covering tens of millions of levels of talent resources, The strategy actually plays the role of "substitute" for the model of Chinese modernization. To promote the realization of Chinese-style modernization through the unique strategic mechanism which embedded in the China's modernization road, The effect of the strategy is worthy of further empirical verification.We see that the core and focus of talent strategy is dynamically adjusted and advanced with the overall strategic layout of the country which not only embodies the practicality, Chinese characteristics and The Times, but also embodies the science and the development.The work of talent development itself is characterized by "poor structure" and "singularity".In response to the development requirements of the new era and new stage and the need of respond to the high level of technological self-reliance requirements, The implementation of the strategy of strengthening the country by Rencai needs to build a matching new system of national talent developmental governance. To this end, we need to further enhance the leading and driving role of Rencai in economic and social development, further enhance the contribution of Rencai to the economic and social development, and win the competitiveness of global talent development by building the strategic scientific and technological talent force, by building the high level platform of Rencai, by deepening the talent system institutional reform, so as to lay the foundation for building an important Rencai center and innovation highland in the world.
