数字乡村治理的逻辑机理、现实困境与路径优化

The Logical Mechanism,Realistic Dilemmas and Path Optimization of Governance of Digital Village

运用整体性公共治理理论进行分析,数字乡村治理具有顶层、中层与底层三重逻辑。顶层设计层面,数字乡村治理推动国家治理权力下沉,助推资源整合与协调,促进价值重塑与结构再造,有效解决跨界治理信任问题。中层传导层面,数字乡村治理通过行政指令向便民服务转变、凭借传统经验向精准化转变、单一主体“独唱”向多元主体“合唱”转变、“碎片化”向整体性转变,推进乡村治理模式变革。底层落实层面,数字乡村治理回应技术进步时代新要求、城乡均衡发展新选择、乡村居民赋权、增能、增强集体认同新需要等。但目前数字乡村治理实践还面临农业产业发展瓶颈、城乡“数字鸿沟”、观念落后与人才不足、治理“悬浮”与行为变形等困境。需要大力推进“智慧农业”发展,拓展数字乡村治理领域和空间,探索数字技术嵌入模式,加强乡村数字平台建设,培育乡村干群数字化素养,才能进一步优化数字乡村治理路径。

Analysis based on the theory of holistic public governance shows that governance of digital village has a triple logic of top,middle,and grassroots levels.With the top-level design,governance of digital village pushes forward the delegating national governance power to the grassroots level,facilitates resource integration and coordination,promotes value remodeling and structural reconstruction,and effectively solves the problems of trust in cross-border governance.With the middle-level transmission,governance of digital village transforms from administrative instructions to convenience services,from traditional experience to precision,from“solo”of single subject to“chorus”of multiple subjects,from being“fragmented”to being holistic,promotes the reform of rural governance models.With the grassroots-level implementation,governance of digital village responds to new requirements of technological progress,new choices of balanced development between urban and rural areas,new needs for empowerment,energization and enhancing collective identity of rural residents.However,the current practice of governance of digital village still faces challenges such as bottlenecks of agricultural industry development,the“digital divide”between urban and rural areas,outdated concepts and the lack of talents,governance“suspension”and behavioral deformation.It is necessary to vigorously promote the development of“intelligent agriculture”,expand the field and space of governance of digital village,explore the embedding mode of digital technology,strengthen the construction of rural digital platforms,and cultivate the digital literacy of rural officials,so as to further optimize the path of governance of digital village.
