精明增长语境下居家社区健康养老服务供需适配研究

Research on the Adaptation of Supply and Demand of Home Community Health Care Service in the Context of Smart Growth

政府在通过行政化手段回应老年人居家社区健康养老服务“免费”需求的过程中,产生了供需错位的问题。对此,居家社区健康养老服务要基于“老富还未协同”这一最大现实,在精明增长语境下对供需进行重构。在供给逻辑上,以包容性供给保障基础需求,可及性供给满足有效需求,集约性供给回应低价需求;在需求策略上,以合理性需求推动供给聚焦,主动性需求促进供给贴合,多维性需求加速供给丰富。通过围绕市场展开的供给侧结构性改革和围绕老年群体展开的需求侧系统性引导,推动供需双侧相向发力,协同校准。

In the process of responding to the demand of"free"-oriented home community health care service through administrative means,the problem of supply and demand dislocation has arisen.In this regard,based on the biggest reality that"the basic coordination between the old and the rich"has not yet been realized,the health care service for the elderly in the home community should reconfigure supply and demand in the deconstructive context of"smart growth",make an inclusive,accessible and intensive shift in supply logic,and make an active,multi-dimensional and reasonable adjustment in demand strategy.Through the structural reform of the supply side around the market and the systematic guidance of the demand side around the elderly,we will promote the opposite force between supply and demand and coordinate calibration.
