罗甸县高标准农田建设存在的问题及建议

Problems and Suggestions on the Construction of High Standard Farmland in Luodian County

“十三五”以来,罗甸县以改善农业生产条件、保障粮食安全为目标,扎实推进高标准农田建设项目建设,取得了初步成效,但也暴露出项目规划设计和实施效果与群众预期需求不符、项目建设质量待提升、建后管护难等问题。通过深入项目区群众、乡镇、相关职能部门调查研究,找准项目建设存在的症结并逐项剖析其原因,提出了合理、科学的解决思路和措施,切实将高标准农田建设成为农民群众的贴心工程,给足群众丰收的安全感,提升满意度。

Since the"13th Five-Year Plan",Luodian County has steadily promoted the construction of high-standard farmland construction projects with the goal of improving agricultural production conditions and ensuring food security,and achieved initial results.But it also exposed the project planning,design and implementation effect does not meet the expected needs of the masses,the quality of project construction to be improved,and the difficulty of management and care after construction.Through in-depth investigation and research of the masses,townships and relevant functional departments in the project area,the crux problems existing in the project construction are identified,the reasons were analyzed one by one,and reasonable and scientific solutions and measures were proposed,so as to effectively build high standard farmland into a caring project for the farmers,giving the masses a sense of security and improving satisfaction.
