浅谈我院医用耗材临时采购管理现状及改进措施——以陆军军医大学第一附属医院为例

Current situation and modified methods in temporary procurement of medical consumables:Taking the First Affiliated Hospital of Army Medical University as an example

通过对我院耗材临时采购管理情况进行分析,探讨我院医用耗材临时采购工作中存在的问题并寻找对策。应用系统分析法、归纳法,从完善信息化管理系统、培养专业人才队伍、疾病诊断相关分组(DRG)付费与耗材精细化管理、执行属地化采购、借助真实世界数据进行耗材评价与科学采购五个方面提出了建议。属地化上线采购率从16.86%提高到59.54%,由预算不足导致计划取消次数由18次降低至7次,由审核把关不严导致计划取消次数由19次降低至9次,均得到了有效改善。为提升我院耗材临时采购管理质量和水平提供了可参照的办法,希望能促进我院耗材临时采购工作的不断发展,同时对其他同行工作者在耗材临时采购管理方面提供参考价值。

To analyze the temporary procurement management of consumables,and discuss the problems in the procedure and make the modification.The system analysis method and induction method were applied,and five suggestions were listed including improvement information management system,training of professional talents,disease related group(DRG)payment and fine management of consumables,implementation of localized procurement and consumables evaluation and scientific procurement with real world data.The on-line procurement rate of localization was increased from 16.86%to 59.54%,the number of planned cancellations due to insufficient budget decreased from 18 to 7,and the number of planned cancellations due to audit omissions decreased from 19 to 9,both were effectively improved.It is demonstrated that reference methods can be provided to improve the quality of temporary procurement management of consumables,which is hopeful to promote the development of temporary procurement of consumables and provide reference for peers in temporary procurement management of consumables.
