国土空间治理视角下低效工业用地盘活研究——以成都市为例

Research on the Revitalization of Low-efficiency Industrial Land from the Perspective of Territorial Spatial Governance: Taking Chengdu as an Example

工业用地是承载制造业的关键载体,低效工业用地的盘活是在发展紧约束背景下保障产业空间的重要举措。文章在梳理现有研究实践的基础上,总结成都市低效工业用地的历史成因和盘活难点,阐述国土空间治理视角下盘活低效工业用地的总体思路,从规划管控、技术标准、政策工具和实施监督四类治理工具角度提出具体举措,为类似地区提供借鉴。

Industrial land is the key carrier of manufacturing industr y, and the revitalization of low-efficiency industrial land is an important measure to ensure industrial space under the background of tight constraints. On the basis of reviewing the existing research and practice, this paper summarizes the historical causes and difficulties of inefficient industrial land in Chengdu. It expounds the general idea of invigorating inefficient industrial land from the perspective of territorial spatial governance, and puts forward specific measures from the perspective of planning control, technical standards, policy tools and implementation supervision, so as to provide reference for similar regions.
