公立医院高质量发展综合绩效评价方法及其应用研究

Study on comprehensive performance evaluation and its application for high-quality development of public hospitals

[目的]探索公立医院高质量发展综合绩效评价的有效途径,促进公立医院高质量发展绩效持续提升。[方法]选取财务、医疗、资源利用和患者员工满意度4个维度共26个具有代表性的评价指标,构建公立医院高质量发展综合绩效评价的模糊物元可拓评价模型,并以苏州HW公立医院为目标医院,基于其2015-2022年资料,对其高质量发展综合绩效进行应用研究。[结果]苏州HW公立医院2015-2022的高质量发展绩效评价结果呈逐年上升趋势,评价系数由2015年的0.5906上升至2022年的0.9841,评价等级由IV级提高至I级。[结论]结合苏州HW公立医院高质量发展实际情况,验证了模糊物元可拓评价模型评价的有效性,为公立医院进行高质量发展综合绩效评价提供了一种行之有效的定量分析手段。

Objective To explore effective ways of comprehensive performance evaluation for high-quality development of public hospitals,and to promote the continuous improvement of performance for high-quality development of public hospitals.Methods A total of 26 representative evaluation indexes from four dimensions of finance,health care,resource utilization and patient and employee satisfaction were selected to construct the fuzzy matter-element extension evaluation model for the comprehensive performance evaluation of high-quality development of public hospitals.Taking Suzhou HW public hospital as the target hospital,the comprehensive performance evaluation of high-quality development was studied based on the data from 2015 to 2022.Results The performance evaluation results of high-quality development of Suzhou HW public hospital from 2015 to 2022 showed an upward trend year by year.The evaluation coefficient increased from 0.5906 in 2015 to 0.9841 in 2022,and the evaluation level increased from IV to I.Conclusions Based on the actual situation of high-quality development of Suzhou HW public hospital,the effectiveness of evaluation by fuzzy matter-element extension evaluation model has been verified,providing an effective quantitative analysis method for the comprehensive performance evaluation of high-quality development in public hospitals.
