基于ISM-MICMAC的绿色铁路建造能力影响因素研究

摘要 研究目的:随着“双碳”战略的逐步落地,铁路行业与生态环境协调发展的需求越来越迫切。对于铁路工程企业而言,绿色铁路建造能力是一项极为重要的能力。本研究结合绿色铁路相关政策文件,基于文献研究和专家访谈,筛选总结出绿色铁路建造能力的4类20个影响因素;对最终确定的绿色铁路建造能力影响因素,采用解释结构模型(ISM)和改进的MICMAC方法分析各因素的作用机理;基于ISM将绿色铁路建造能力影响因素分为5个层级,并构建其多级递阶结构图,在此基础上运用改进的MICMAC方法根据可达矩阵得到各影响因素驱动力和依赖度的大小及其比值,并绘制象限图。研究结论:(1)企业社会责任感和绿色建造扶持政策的驱动力与依赖度比值相对较大,可直接或间接影响其他因素,两者位于多级递阶结构图的底层,是绿色铁路建造能力的根本因素;(2)绿色发展形象、绿色制度完善程度、绿色技术研发投入、绿色技术人才培养、绿色技术应用程度和绿色数智化程度的驱动力与依赖度比值相对较小,均属于结果因素,除绿色技术研发投入外均可对绿色铁路建造能力产生直接影响;(3)本文研究可完善绿色铁路领域的理论基础,进而促进绿色铁路建造能力的提升,加快铁路行业朝节能环保方向的进程。 Research purposes:With the gradual implementation of the dual-carbon strategy,the demand for coordinated development between the railway industry and the ecological environment is becoming increasingly urgent.For railway engineering enterprises,the ability to green railway construction capacity is an extremely important capability.This paper combines relevant policy documents on green railways,based on literature research and expert interviews,selects and summarizes 4 categories of 20 influencing factors of green railway construction capacity.Interpretative Structural Model(ISM)and improved MICMAC method are used to analyze the mechanism of the influencing factors that ultimately determine the green railway construction capacity.Based on ISM,the influencing factors of green railway construction capacity are divided into five levels,and the multi-level hierarchical structure diagram is constructed.On this basis,the improved MICMAC method is used to obtain the magnitude and ratio of the driving force and degree of dependence of each influencing factor based on Accessibility Matrix,and draws a quadrant diagram.Research conclusions:(1)The driving force and degree of dependence of corporate social responsibility and green construction support policies are relatively large,which can directly or indirectly affect other factors.The two are located at the bottom of the multi-level hierarchical structure diagram and are the fundamental factors of green railway construction capacity.(2)The driving force and degree of dependence of green development image,improvement level of green system,green technology research and development investment,green technology talent cultivation,green technology application degree,and green digital intelligence degree are relatively small,all of which are outcome factors.Except for green technology research and development investment,all of them can have a direct impact on the green railway construction capacity.(3)The research can improve the theoretical foundation of the green railway field,thereby promoting the improvement of green railway construction capacity and accelerating the process of the railway industry towards energy conservation and environmental protection.
