人民城市理念下高品质营城规划与实施路径——以沈抚改革创新示范区为例

High Quality Urban Management Planning and Implementation Path with the Concept of the People's City:Shenfu Reform and Innovation Demonstration Zone

高品质营城是践行人民城市理念、满足人民美好生活向往的必然要求,是推动城市高质量发展、提升城市竞争力的重要手段。总结新中国成立以来我国城市品质提升实践经验和启示,提出新时期高品质营城的价值导向应在城市价值、服务、支撑、治理等4个方面进行升维,在实施层面形成一套“融合评估—顶层设计—场景营造—行动计划”的技术方法,并以沈抚改革创新示范区为例,探索高品质营城规划实践,为高品质城市建设提供可复制、可推广的经验。

High quality urban management is necessary for the practice of the people's city concept and the people's requirement for a better life,and an important approach to promote high quality urban development and improve urban competitiveness.With a conclusion of the lessons and experience in urban quality improvement in China since 1949,it is proposed the value orientation of high quality urban management shall focus on urban value,service,support,and governance.A set of technical methods composed by"comprehensive evaluation-top level design-scene creation-action plan"is established in implementation.The approach is practiced in the case of Shenfu reform and innovation demonstration zone and it provides a replicable path for high quality urban development.
