创新治理视角下的社区公共空间更新模式——以江苏昆山“昆小薇”为例

Community Public Space Renewal Model from the Perspective of Innovative Governance:"Kunxiaowei"Practice in Kunshan,Jiangsu Province

为满足城镇化进程“下半场”对社区公共空间更新提出的环境品质与服务水平提升等建设要求,以及多元主体参与、体系化引领等创新治理要求,应推进社会治理现代化与人民城市建设。总结“昆小薇·共享鹿城”城市微更新专项行动的既有经验,梳理其运行的底层逻辑,从创新治理的视角出发,提炼“属于生活”“孕育记忆”“建构意义”的核心价值,进而构建“昆小薇”模式的“体制—机制—路径”理论框架。通过圈层治理结构引领下的全过程闭环工作体系构建、品牌化场景运维和迭代式推进的创新性探索,为公共空间更新和社区治理提供可借鉴的县域样板。

In order to meet the construction requirements of improving environmental quality and service level on the second half of urbanization,as well as the innovative governance requirements of multi-subject participation and systematic guidance,to promote the modernization of social governance and the construction of people's city,the practice of"Kunxiaowei"micro urban renewal action in Kunshan is taken as an example to study its fundamental logic,and from the perspective of innovative governance,the core values of belonging to life,breeding memory and meaning construction are extracted,then the"system-mechanism-path"theoretical framework of"Kunxiaowei"model is constructed.Under the guidance of circle governance structure,the whole-process and closed-loop working system,the branding scenario-based operation,and the innovative exploration of iterative promotion provide a county model for public space renewal and community governance.
