乡村振兴视域下乡村社会治理现代化的困境及其出路

The Dilemma and Way Out of Rural Social Governance Modernization from the Perspective of Rural Revitalization

乡村治理能力的现代化是国家基层社会治理现代化的重要载体,也是推动乡村振兴、实现治理有效的重要手段。面对百年未有之大变局加速演进,矛盾纠纷日趋错杂,这对乡村社会治理提出了新要求,也带来了新挑战。乡村社会治理面临人口资源不足,农村自治能力较弱,传统价值观念与现代化的多元价值观念有碰撞与冲突等困境。在此基础上提出在党的领导下完善乡村治理的各项制度机制,坚持农民的主体地位并以多种方式引回乡村人才,重塑乡村文化价值理念从而振兴乡村文化等路径,能有效规避乡村社会治理的难题并提升社会治理的能力,从而助力乡村振兴,促进乡村治理现代化,为实现中国式现代化巩固基础。

The modernization of rural governance capacity is an important carrier for the modernization of national grassroots social governance,and it is also an important means to promote rural revitalization and achieve effective governance.In the face of the accelerated evolution of major changes unprecedented in a century,contradictions and disputes are becoming increasingly complicated,which puts forward new requirements and brings new challenges to rural social governance.Rural social governance faces difficulties such as insufficient population resources,weak rural autonomy ability,collision and conflict between traditional values and modern pluralistic values.On this basis,it is proposed to improve the various systems and mechanisms of rural governance under the leadership of the Party,introduce rural talents in a variety of ways,reshape rural cultural values and concepts to revitalize rural culture,etc.,which can effectively avoid the problems of rural social governance and improve the ability of social governance,so as to help rural revitalization,and promote the modernization of rural governance to lay a solid foundation for realizing Chinese-style modernization.
