摘要 为了提高建设项目资源利用效率,推动重大交通工程方案稳定,加快项目实施,上海市、区交通主管部门与行业主管部门一直致力于探索资源性要素指标实施路径。近年来,“水票”“林票”机制的建立与应用,做到了立足全生命周期,提高配置能级,为部分重大工程加快建设夯实基础,实现了资源集约安全利用。 In order to improve the resource utilization efficiency of construction projects,promote the stability of major traffic engineering schemes,and accelerate the implementation of projects,the municipal and district transportation authorities and industry authorities have been committed to exploring the implementation path of resource factor indicators.In recent years,the establishment and application of the'Water Ticket'and'Forest Ticket'mechanism have achieved a foothold in the whole life cycle,improved the configuration level,and accelerated the construction of some major projects.The foundation has realized the intensive and safe use of resources.
