在城市建设逐渐由增量发展向存量更新转变的过程中,历史风貌保护逐渐成为城市更新发展中的重点,其中“保留历史建筑”是历史风貌保护体系中的重要一环。文章以上海为例,从梳理“保留历史建筑”的概念缘起和分布现状出发,明确“保留历史建筑”的法律定位和重要作用,探讨其在保护与管理上存在的保护观念错位、保护方法模糊、管理程序不清等问题。文章从保护方法、管理程序、管理架构、保障机制四个方面提出“保留历史建筑”保护与管理的技术方案和政策建议,深入探索和完善上海历史风貌保护与管理体系的思路与方法,为城市风貌的保护与更新提供科学、合理并利于实施的有效技术支撑。

With the gradual shift in urban construction from incremental development to stock renewal,the systematic conservation of historic environmental characteristics(lishi fengmao)has become central to urban renewal and development.The‘preserved historic buildings’play a crucial role in this context.Focusing on Shanghai,a famous historical and cultural city,this article first traces the conceptual origins and the current distribution of preserved historic buildings,clarifying their legal positioning and significance.It then highlights issues in the existing conservation and management system,including misplaced conservation concepts,ambiguous conservation methods,and unclear management procedures.Additionally,the article offers technical and policy-oriented suggestions for the conservation and management of preserved historic buildings,focusing on conservation methods,management procedures,management structures,and guarantee mechanisms.It explores ideas and methods to enhance the conservation and management system of Shanghai’s historic environmental characteristics,aiming to provide insights and technical supports for the scientific conservation of urban features and the effective implementation in the era of urban renewal.
