新质生产力已经成为高质量发展的新引擎新动力,迫切需要从理论上进行概括总结,构建推动高质量发展的新质生产力理论体系,以指导新的发展实践。在体系框架中,劳动者、劳动资料、劳动对象三要素及其优化组合的跃升彰显了新质生产力的基本内涵;创新、质优和先进生产力体现出新质生产力的核心要义;“新”与“质”的有机结合表明新质生产力的内在要求;高科技、高效能、高质量是新质生产力的主要特征;新发展理念蕴含着新质生产力的指导思想。在路径设计中,要从实现技术革命性突破、优化生产要素创新性配置、促进产业要素转型升级、加快发展方式绿色转型、改革形成新型生产关系等五大方面入手,推动新质生产力引领高质量发展迈向新阶段。

New quality productivity NQP has become a new engine and new driving force for high-quality development and there is an urgent need to summarize it theoretically and build a theoretical system of NQP that promotes high-quality development so as to guide new development practice.In the systematic framework the leap in the three elements of workers labor materials and labor objects and their optimal combinations highlights the basic connotation of the NQP.Innovation high-quality and advanced productivity reflect the core essence of the NQP.The organic combination ofnew andquality indicates the inherent requirements of the NQP.High-technology high-efficiency and high-quality are the main features of the NQP.And the new development philosophy contains the guiding ideology of the NQP.In the path design in order to promote the NQP and lead the high-quality development to a new stage it is necessary to start from five major aspects achieving revolutionary technological breakthroughs optimizing the innovative allocation of production factors promoting the transformation and upgrading of industrial factors accelerating the green transformation of the development mode and further deepening the reforms in a comprehensive manner to form a new type of production relations in line with them.
