公立医院互联网诊疗服务质量评价指标体系构建

Constructing a quality evaluation indicator system for internet-based diagnostic and treatment services in public hospitals

目的:构建公立医院互联网诊疗服务质量评价体系,为开展高质量互联网诊疗服务提供参考依据。方法:通过文献研究确定互联网诊疗服务体系的框架和指标池,选取相关领域专家18人作为咨询对象,应用德尔菲法进行两轮专家函询,通过层次分析法确定权重,构成最终指标体系。结果:构建了含一级指标3项、二级指标8项和三级指标24项的公立医院互联网诊疗服务质量评价体系。一级指标按照权重大小依次为可靠性(0.565)、有效性(0.242)和一致性(0.193);二级指标权重最高的前3个分别为诊疗系统安全性(0.270)、诊疗合规性(0.221)和医疗质量一致性(0.119);三级指标权重最高的前3个分别为患者个人隐私保护(0.105)、药品安全管理(0.095)和诊疗数据安全性(0.092)。结论:通过德尔菲法和层次分析法构建的公立医院互联网诊疗服务质量评价体系具有一定的科学性和可靠性,可以为后续开展公立医院互联网诊疗服务质量评价提供有力参考和依据。

Objective:To construct a quality evaluation system for internet-based diagnostic and treatment services in public hospitals,providing a reference for the provision of high-quality internet medical services.Method:The framework and indicator pool for internet-based diagnostic and treatment services were determined through literature research.Eighteen experts from related fields were selected for consultation,and a two-round Delphi method was employed,followed by the analytic hierarchy process to determine the weights and establish the final indicator system.Results:The constructed evaluation system includes three primary indicators,eight secondary indicators,and twenty-four tertiary indicators.The primary indicators ranked by weight are reliability(0.565),effectiveness(0.242),and consistency(0.193).The top three secondary indicators by weight are the safety of the diagnostic system(0.270),compliance of treatments(0.221),and medical quality consistency(0.119).The three highest tertiary indicators by weight are protection of patient privacy(0.105),drug safety management(0.095),and security of diagnostic data(0.092).Conclusion:The quality evaluation system for internet-based diagnostic and treatment services in public hospitals,constructed through the Delphi method and analytic hierarchy process,is scientifically robust and reliable,providing a strong reference and basis for subsequent quality evaluations of internet medical services in public hospitals.
