新形势下山西省网络综合治理体系构建与实践路径研究

Research on the Construction and Practice Way of Comprehensive Network Governance System in Shanxi Province Under the New Circumstances

构建网络综合治理体系是在新形势下贯彻习近平总书记关于网络强国的重要思想、完善国家治理体系、实现社会治理现代化的重要内容。在认真研究已有的网络综合治理相关理论及实践的基础上,根据山西省的实际情况,构建出一套由网络内容体系、组织运行体系、防护保障体系等三个子体系构成的网络综合治理体系。在实施治理的过程中,坚持以统谋治、依法施治、技术强治、协同共治、以德促治的策略,积极探索合理有效的实践路径,期望更好地促进山西省网络空间全方位的有序发展,营造健康、和谐的网络空间。

The construction of a comprehensive network governance system is a critical thought of advancing the“internet power”strategy proposed by General Secretary Xi Jinping and the core contents of perfecting national governance system achieving the modernization of social governance under the new circumstances.Based on a careful study of existing theories and practices of comprehensive network governance and actual situation in Shanxi,a comprehensive network governance system has been established,consisting of three sub-systems,namely the network content system,the organization and operation system,and the protection and guarantee system.In the process of implementing governance,it is advisable to actively explore reasonable and effective practical ways by adhering to the strategies of obtaining governance by unification,implementing governance by law,strengthening governance by technology,jointly governance by coordination,and promoting governance by virtue so as to better promote the all-round orderly development of cyberspace in Shanxi Province and create cyberspace with a healthy culture and harmonious cyberspace.
