新时代公安机关网络舆论治理的现实困境与路径选择——基于政治安全视角

The Realistic Dilemma and Path Choice of Network Public Opinion Governance of Public Security Organs in the New Era——Based on Political Security Perspective

网络舆论作为社会舆论的特殊表现形式,一旦与社会热点事件交织,极易诱发网络舆情危机,影响国家政治安全和社会大局稳定。打击网络犯罪既是公安机关的主责主业,也是其维护社会和谐稳定的重要依托。公安机关在网络舆论治理过程中面临部门之间合作不够深入、新闻发言人的素养欠缺、舆论信息反馈机制欠妥、舆情监测技术手段滞后等现实困境,导致现实困境的原因主要有思想观念转变不足、专业队伍建设薄弱、网络舆论立法缺失、“网络水军”泛滥。应从工作理念、队伍建设、法治保障、防控体系四个方面多措并举,推进网络舆论治理。

As a special manifestation of social opinion,once intertwined with social hotspot events,it is very easy to induce network public opinion crisis,which affects national political security and social stability.Combating cybercrime is both the main responsibility and main business of public security organs,and the important reliance of maintaining social harmony and stability.Public security authorities are faced with the realistic dilemma of insufficient in-depth interdepartmental cooperation,lack of literacy of spokespersons,improper feedback mechanism of public opinion,and lagging technical means of monitoring public opinion in the process of online public opinion governance.The reasons for the predicament include insufficient transformation of ideological concepts,weak construction of professional teams,lack of legislation on network public opinion,and the proliferation of“network water armies”.Multiple measures should be taken to further network public opinions governance in four aspects:working concept,team building,legal guarantee,prevention and control system.
