抗战全面爆发后,沿海盐场相继沦陷,四川盐工肩负起“增产赶运”的历史重任,川盐与国家命运息息相连。在这一背景下出现的盐工福利事业,既是国家社会保障体系顺应时代发展的产物,也是政府、盐场、盐工多方联动与博弈的结果。盐工福利事业作为四川盐场矛盾的调节器,其最终目标无疑是为了提高食盐生产效率、保障食盐供应、稳定社会秩序。盐工福利事业的运行情况及其成效,既关系到盐场的产运销,又关系到盐工及其家庭利益,更关系到社会的稳定。虽然四川盐工福利事业实际运行成效并不理想,但是其先进理念及塑造的以“增产赶运”为核心的全员抗战精神,值得肯定。

After the outbreak of the War of Resistance Against Japanese Aggression,the coastal salt industry factories were closed one after another,thus Sichuan salt workers shouldered the historical responsibility of“increase salt production and expedite the transportation”.Salt was closely related to the future development of the country.Under this background,the welfare of salt workers is not only the product of the development of the national social security system in accordance with the times,but also the result of the interaction between the government,salt factories and salt workers.As a tool to solve the development contradiction of Sichuan salt industry,the ultimate goal of salt welfare is to improve salt production efficiency,ensure salt supply and stabilize social order.The operation and effect of salt workers’welfare not only affect the production,transportation and sale of salt in salt factories but also related to the interests of salt workers and their families,and more related to social stability.Although the actual operation effect of the salt workers’welfare is not ideal,its advanced concept and the spirit of the War of Resistance Against Japanese Aggression shaped by“increase salt production and expedite the transportation”as the core deserve our affirmation.
