摘要
青年发展型城市作为一个系统概念明确提出以来,张家港市紧跟步伐,成功入选全国青年发展型城市县域试点,陆续发布了《张家港市人才礼遇办法》等一系列专项政策,成效明显,高校毕业生的留港率呈逐年上升趋势,但也存在明显不足,突出地表现在青年的宜学、宜居和宜业三个方面问题。对策建议:(一)搭建教育与科技创新平台;(二)注重青年创新创业人才的引进和培养;(三)建立健全青年公共服务体系,丰富文体艺活动,增强青年人才的城市归属感。
Since the concept of youth developmental city as a system has been clearly put forward,Zhangjiagang has kept pace with the pace and is selected as a county pilot of national youth developmental city.Zhangjiagang has released successively a series of special policies such as Zhangjiagang City Talent Courtesy Measures,which has achieved obvious results that the retention rate of college students in Zhangjiagang has been on a rising trend year by year,but there are also some limitations that are mainly reflected on the three aspects of young people’s learning,living and working conditions.Suggestions and countermeasures are:(1)building a platform for education and scientific and technological innovation;(2)emphasizing the introduction and cultivation of young innovative and entrepreneurial talents;(3)building a sound public service system for young people to enrich their cultural,sports and artistic activities,so as to enhance their sense of belonging to the city.
