以“嵌入式”党建赋能城市社区善治的实践机制探析

Exploring the Practical Mechanism of “Embedded” Party Building in Enabling Good Governance in Urban Communities

伴随着城市公共性的衰落与传统社区管理的日渐式微,基层党建“悬浮化”与社区治理“碎片化”日渐突显,以“嵌入式”党建赋能城市社区善治是党组织优势与社区治理问题导向耦合的因应之道。“嵌入式”的实践机制以基层党组织为中心,通过结构嵌入、功能嵌入、关系嵌入以及认知嵌入实现社区治理下沉。结构嵌入有利于实现党组织的全面覆盖,功能嵌入有利于系统整合社区资源,关系嵌入有利于增加社区治理资本,认知嵌入有利于化育社区公共性。“嵌入式”党建能够实现城市社区各类治理资源的整合,突破多元主体之间长期存在的组织壁垒,促进“政府+社会+个体”的良性互动,充分发挥党建赋能社区善治的功能,是实现城市社区“共建共治共享”善治目标的可行路径。

With the decline of urban public and the decline of traditional community management,the grass-roots Party building“suspension”and community governance“fragmentation”increasingly prominent,the“embedded”Party building to enable urban communities good governance is the advantages of the Party organization and the problem-oriented community governance coupling response to the problem.The practical mechanism of“embeddedness”is centered on the grass-roots Party organizations,which realizes the subsidence of community governance through structure embeddedness,function embeddedness,relationship embeddedness and cognitive embeddedness.The structure embeddedness is beneficial to the full coverage of the party organization,the function embeddedness is beneficial to the systematic integration of community resources,the relationship embeddedness is beneficial to the increase of community governance capital,and the cognitive embeddedness is beneficial to the cultivation of community publicity.“Embedded”Party construction can realize the integration of various governance resources in urban communities,break through the long-standing organizational barriers among multiple subjects,and promote the benign interaction of“government+society+individual”,giving full play to the function of the Party building in enabling the communities’good governance,which is a feasible way to realize the goal of good governance in urban communities of“building and sharing”.
