摘要
根据国家对教育发展的决策部署,财政对高校的投入持续增长,如何评价高校的产出绩效成为一个值得探究的问题。本研究借鉴平衡计分卡理论,结合S开放大学发展目标,将发展目标分解为财务、客户、内部流程、学习与成长四个维度,作为准测层,然后通过专家问卷调查,选取相关核心指标,作为指标层,采用层次分析法,通过构造四个维度的判断矩阵,给各指标赋予相应权重,构建了S开放大学绩效评价体系。利用S开放大学公开信息数据,对构建的绩效评价体系进行了实际应用,并做了相关分析。
According to the national decision-making and deployment of education development,the investment of finance in universities continues to increase.How to evaluate the output performance of universities has become a question worth exploring.This study draws on the Balanced Scorecard theory and combines the development goals of S Open University.The development goals are decomposed into four dimensions:finance,customers,internal processes,and learning and growth,which serve as the benchmark layer.Then,through expert questionnaire surveys,relevant core indicators are selected as the indicator layer.Using the Analytic Hierarchy Process,the performance evaluation system of S Open University is constructed by constructing a judgment matrix for the four dimensions and assigning corresponding weights to each indicator.The performance evaluation system constructed was practically applied and analyzed using public information data from S Open University.
