完善危大工程安全管理实施细则的几点建议——以《安徽省危险性较大的分部分项工程安全管理规定实施细则》为例

Several Suggestions on Improving the Implementation Rules of Safety Management in Hazardous Engineering Projects——Taking Implementation Rules of Safety Management Regulations for Sub-projects with High Risk in Anhui Province as an Example

住房和城乡建设部37号令颁布的《危险性较大的分部分项工程安全管理规定》作为建筑领域的行业规定,内容偏于笼统,各地根据本省实际出台的实施细则各有特色。《安徽省危险性较大的分部分项工程安全管理规定实施细则》成文于5年前,实施以来工程建设中又出现了一些新情况、新问题,应适时启动对实施细则的评审程序。从增加危大工程清单、扩大危大工程范围、加强危大工程施工和监督的过程管理和验收、加大专家参与度等方面进行必要的补充和完善,以适应危大工程施工安全管理的需要。

Regulations on Safety Management of Sub-projects with High Risk issued by the Ministry of Housing and Urban Rural Development in Order No.37,as an industry regulation in the construction field,tends to be vague in content.Each region has its own unique implementation rules based on the actual situation of the province.Implementation Rules of Safety Management Regulations for Sub-projects with High Risk in Anhui Province were written 5 years ago.Since their implementation,there have been some new situations and problems in engineering construction,and the evaluation process for the implementation rules should be initiated in a timely manner.Necessary supplements and improvements will be made to meet the needs of safety management in hazardous engineering construction,including increasing the list of hazardous engineering projects,expanding the scope of hazardous engineering projects,strengthening the process management and acceptance of hazardous engineering construction and supervision,and increasing expert participation.
