基于结构方程模型的农村公路建设项目质量关键影响因素分析

摘要 为了分析农村公路(农路)建设项目在发展中存在的问题,有针对性地提高农村公路建设项目的绩效水平。以河南省“四好农村路”为实例进行调查,首先,选取项目管理、资金管理、项目产出、项目经济社会效益作为影响农村公路建设项目效益效果的潜在变量;然后,给出能够反应潜在变量的测量变量,并采用因子分析模型(EFA)检验测量变量的解释能力;最后,基于结构方程模型(SEM)提出假设,分析了潜在变量对项目效益效果的影响结果,并给出相应优化措施。结果表明,项目管理和项目经济社会效益对农村公路建设项目的效益效果为直接正相关,项目经济社会效益对项目效益效果的影响程度最大,工程建设进度、资金概算执行情况和农路通乡(村)率是影响绩效水平的主要因素,对于提高农村公路建设项目绩效效果有着较大作用。 In order to analyze the problems existing in the development of rural road construction projects,improve the performance level of rural road construction projects in a targeted manner.Taking the“four good rural road”in Henan province as an example to investigate,select project management,fund management,project output,and project economic and social benefits as potential variables that affect the benefits of agricultural road construction projects;Then,give measures that can reflect the potential variables,and the explanatory power of the measurement variables was tested by factor analysis model(EFA).On the basis of the good fit of the performance evaluation model,the impact of latent variables on the project benefit is analyzed,and corresponding optimization measures are given.The results show that the project management and the project economic and social benefits have a direct positive correlation with the benefit effect of the rural road construction project.The project economic and social benefit has the greatest impact on the project benefit effect.Village rate is the main factor affecting the performance level,and it plays a great role in improving the performance of rural road construction projects.
