摘要
通过现场调研并开展改造功能需求分析,确定了在役燃气门站实施无人值守改造后应具备的功能。分析燃气门站改造前后成本及收益变化,根据增量成本及收益建立了经济效益评价指标体系。结合现金流量法,构建了经济效益评价模型,对典型在役燃气门站无人值守改造项目开展经济效益评价。结果表明:该在役燃气门站无人值守改造项目财务净现值为603.27×10^(4)元,财务内部收益率为25.02%,赢利能力良好。项目的财务净现值与人力成本节约呈正相关,与改造投资、日常巡检维护费、供气规模呈负相关。各敏感因素对项目经济效益的影响顺序由大到小为人力成本节约、改造投资、日常巡检维护费、供气规模。
Through on-site investigation and analysis of the functional requirements for the renovation,the functions that should be possessed after the unmanned renovation of the in-service gas gate station have been determined.The changes in costs and benefits before and after the renovation of gas city gate station are analyzed,and an economic benefit evaluation index system is established according to the incremental costs and benefits.Combined with the net cash flow method,an economic benefit evaluation model is constructed to evaluate the economic benefit of a typical unmanned renovation project of in-service gas city gate station.The results show that the financial net present value of the unmanned renovation project of in-service gas city gate station is 603.27×10^(4) yuan,with a financial internal rate of return of 25.02%and good profitability.The financial net present value of the project is positively correlated with labor cost savings,and negatively correlated with renovation investment,daily inspection and maintenance costs and gas supply scale.The order of influence of various sensitive factors on the economic benefit of the project,from large to small,is labor cost savings,renovation investment,daily inspection and maintenance fees and gas supply scale.
