高速铁路建设“投资施工一体化”模式效果研究

为响应国家改革铁路投融资机制号召,进一步鼓励和吸引社会资本投资铁路项目,发挥基础建设项目在拉动社会投资中的重要作用,鲁南高铁项目与国内规模较大、资金实力比较雄厚的知名施工企业采取“无约定回报、无回购承诺的纯战略投资”和“投资数额与施工份额挂钩”的投资施工一体化模式,吸引社会资本,实现多元化融资。通过这种融资模式的研究,不但能够节省投资成本,更能够提高施工单位的积极性和自主性,同时能规范项目运作,完善法人治理,实现新旧动能转换,对推进山东省高铁建设具有非常积极的作用。
