赋权改革与高校科技成果转化实践研究

摘要 在国家实施创新驱动发展战略背景下,职务科技成果赋权改革对于推进成果转移转化、服务区域经济具有重要作用,高校在赋权改革中承担着关键角色。但高校职务科技成果赋权改革过程中面临着可赋权的高价值和可转化的科技成果供给不足、激励政策落地不足、决策管理机制尚待理顺、保障服务体系不够完善等共性问题。通过构建不同类别的职务科技成果赋权形式、完善政策体系、畅通赋权流程、健全转化保障服务体系等对策有利于深化高校职务科技成果赋权改革。 Under the background of national implementation of innovation-driven development strategy,the reform of empowerment of sci-tech achievements tied to a position plays an important role in promoting the transfer and transformation of achievements and serving regional economy.It has been three years since the implementation of the pilot unit of the reform of empowerment of sci-tech achievements tied to a position in China,and various provinces and cities have also carried out empowerment reform,and colleges and universities play a key role in empowerment reform.However,in the process of empowering sci-tech achievements in colleges and universities,there are some common problems,such as insufficient supply of high-value and transformable sci-tech achievements,insufficient implementation of incentive policies,pending rationalization of decision-making and management mechanism,and inadequate guarantee service system.By constructing different types of forms of empowerment for sci-tech achievements tied to a position,improving policy systems,streamlining the empowerment process,and improving the transformation guarantee service system,measures can be taken to promote the deepening of the implementation empowerment reform of sci-tech achievements tied to a position in universities.
